Shanghai Hua¨ai Community Service Management Center is a `non-stated and non-business¨ social organization registered in Pudong in December 2002 by YMCA and YWCA of Shanghai that intended to push forward the advancement of community services. The establishment of the Center gained the government motivation in attempt to encourage social organizations to participate in social affairs administration and cultivate the growth of non-state non-profit organizations.
The Center service goals and objectives are:

  1. Train and form a professional management of community services and a volunteer force
  2. Act as trustee to implement the management of community facilities and other affairs
  3. Organize study and exchange among NPOs to improve operational capacities
  4. Offer consultation service as to community facilities management

At present, the main mission is to be entrusted by the government with the administration of community public facilities and the assessment of facilities application.
From the onset of the establishment, the Center concentrated on the formulation of organizational rules and regulations.
