Shanghai Hua¨ai Community Service Management Center is a `non-stated and non-business¨ social organization registered in Pudong in December 2002 by YMCA and YWCA of Shanghai that intended to push forward the advancement of community services. The establishment of the Center gained the government motivation in attempt to encourage social organizations to participate in social affairs administration and cultivate the growth of non-state non-profit organizations.
The Center service goals and objectives are:
- Train and form a professional management of community services and a volunteer force
- Act as trustee to implement the management of community facilities and other affairs
- Organize study and exchange among NPOs to improve operational capacities
- Offer consultation service as to community facilities management
At present, the main mission is to be entrusted by the government with the administration of community public facilities and the assessment of facilities application.
From the onset of the establishment, the Center concentrated on the formulation of organizational rules and regulations. Under the guidance of the Board, the Center laid down the annual work plan and made resolutions on key events. Meanwhile it formed an effective and systematic set of institutions. In order to upgrade service professionalism, the Department of Social Workers was set up to employ professional supervisors in overseeing social service. The service was accordingly characterized as professionalism of social workers. The Center never forgets its nature of NPO, so all the time sticks with the principle of public interests, striving to go after the maximum of social benefits, committed to building volunteering network and encouraging their participation, and propelling volunteering development in China.
From the beginning till today the Center unswervingly comply with the service aim of `Serve the society and benefit the people¨.
It is since 2003 when the Center was mandated to administer the following premises:

Luoshan Civilian Club of Pudong New District and Urban Civilian Call Center
People¨s Square Sub-district Office Public Service Headquarters of Huangpu District and People¨s Square Elderly Center
Dapuqiao Family and Children Service Instruction Center of Luwan District; Dapuqiao Community Cultural Service Center; Huaihai Community Center; Youth Science and Technology Exploration Museum of Shanghai; and Tianmu West Community Public Sports Center
Each of the above-mentioned premises is well under track. The Center¨s work primarily produces social benefits, which is recognized by the government, acclaimed by the Shanghai residents and gains tremendous attention from the academy.

Over years, regular training and experience from daily work witnessed the making of a sophisticated team. The team ensures the raising of work efficiency.

Research and evaluation are continuously and regularly conducted in terms of service quality, residents¨ needs, feedback on services, and professional skills in order to raise service quality.
3. Professional training mechanism
A systematic, sophisticated training mechanism already came into being. The training covers on-board training for all co-workers as well as in-service training ranging from team building, interpersonal communication and theories study.

Our vision is `serve the society and make population blessed¨. It inspires the staff to offer service in all heart and all soul.
5.Accountable support from volunteers
We have a volunteer troop, made up of the elderly, young adults and children. They are well-educated, skill-equipped, responsible for society, keen to charitable cause, and quite active to be engaged with community building. They are our solid support for helping out civilians in trouble.
6. Broad international resources
The Center can take advantage of international network of YMCA of Shanghai in terms of experience sharing and staff exchange and participation in the world YMCA arena.
